DOL Updates COBRA Model Notices for ACA Conformity and Publishes Related FAQ

The U.S. Department of Labor’s (DOL) Employee Benefits Security Administration (EBSA) has published updated model notices for informing workers of their eligibility for health care coverage under the Consolidated Omnibus Budget Reconciliation Act (COBRA).  The updates make it clear to workers that if they are eligible for COBRA continuation coverage when leaving a job, they may choose to instead purchase coverage through the health insurance marketplace [News Release, 5-2-14; www.dol.gov/ebsa/newsroom/2014/14-750-NAT.html].

The updated model notices are posted on the DOL website and www.dol.gov/ebsa/modelelectionnotice.doc.  The updated versions of the model general notice and model election notice reflect that the marketplace is now open and better describe special enrollment rights in marketplace coverage.  The model notices are available in modifiable, electronic form.  As with the earlier model notices, in order to use them properly, a plan administrator must complete them by filling in the blanks with the appropriate plan information.

California Minimum Wage Increase Coming Soon

Employers are reminded that the California minimum wage will increase to $9 an hour from $8 an hour, effective July 1, 2014. This is due to legislation enacted last year. The minimum wage increase also affects white collar overtime exemption amounts.

2nd Place – 2014 Best Chapter Website

The OCCAPA is proud to announce that our newly designed website, just released in January was awarded 2nd Place for the 2014 Best Chapter Website. This is a huge award and accomplishment for our chapter. We were awarded for our efforts in being innovative and informative while serving members using our new website as an educational tool. The award was judged upon how our chapter website provided new opportunities for communication and member interaction while providing quick and easy access to information. We had to show how we successfully created a user-friendly website to educate, stimulate, serve, and inform local members, as well as having to complete the Best Chapter Website Questionnaire.
